Just do a
    fsvs init <new url>
and proceed as always.

Message I need to change the location where my remote repository is mounted.
I can easily move the repository data to its new location.
Any idea what I have to change on the client systems so they know where
the repository is now located?

Not sure if your question is generically 'is there a way to sit in
between and watch the traffic?' (to which I'm not familiar enough with
the various tools out there to give any kind of real opinion), or
'does my specific installation have a stage between the fsvs/ra client
and the https server' (to which the answer is no - though I can always
capture with tcpdump, but that doesn't help much with the SSL layer).

Some additional information, in case it helps:

The Subversion install at the server end was at one time v1.1.4 (and
exhibited the same symptoms as currently), the client end has always
been v1.4.2.

I got the same problem using svk to commit some new fsvs sources.
So it doesn't seem to be a client-only problem (and I didn't find any!),
but some layer in-between - ra, network, ...
Investigating a bit further shows that tigris.org is currently down - but
that doesn't match your problem, where you can checkout from the same URL
via subversion ...

Is there some kind of proxy/firewall inbetween that can distinguish
between svn and fsvs?
Hmmmm.... I'm a bit lost here, but I'll look further.

Probably nothing.

I only use file:// and svn+ssh:// URLs; some user reported that http://
works, too, but it's entirely possibly that https:// doesn't.

Please try the command with the options -d and -v added, and send me the
output.
STDERR should be enough, although there should be no secrets in the STDOUT
logfile, so the complete output should be safe, too.
(You can send it to me privately, if you like).

Message I'm attempting to get fsvs v1.0.14 working, going to a Subversion
v1.4.2 repository

I've done the fsvs init:

fsvs init https://svn.server.n​ame.com/private/mach​ines/workstationname​/trunk/etc

When I attempt my first commit, I get an error:
